The police did catch her eventually, but justice doesn't matter to spirits.

Yeah. The midwife murdered the last pregnant lady she went after, that's why she was caught. She dumped her half-alive into a suitcase and weighed it down with rocks and threw her into the lake like she did everything else, so of course she wound up haunting the lake too.

A few people got murdered by the spirit when they pissed her off, but I was forced to deal with her. You can kill spirits, but that always has a price. I wound up purifying her by showing her proof that her baby was alive the whole time after all.
